dc.description.abstract This article describes certain processes of change adopted by the South African Government after the 1994 elections in an attempt to transform human resources management in the public sector. It shows that the government is faced with a number of problems (reasons for change), some of which emanate from the legacy> of the apartheid past. Drawing on the content of current Acts, Bills, White Papers and a code of conduct, the article identifies and discusses some of the concerns and issues in public human resources management.
