dc.description.abstract This paper agrees with the school of thought that, in our contemporary world, development means advance in both economic and social aspects of life resulting from conscious efforts to alter, modify and adapt the prevailing systems and subsystems of a society so that all its members, individually and collectively, participate in decision making in the management and use of resources and in equitably sharing the fruits of collective effort.
