Abstract
This study explored rail infrastructure across four key dimensions: facilities, challenges, regulations and investment, drawing from both global and South African contexts. It highlights a significant gap in the existing research – the lack of a unified framework that connects regulatory reform with investment attraction, specifically through Public-Private Partnerships (PPPs), to revitalise South Africa’s underperforming freight rail sector. This study used a mixed methods approach, combining quantitative and qualitative research through convergent design. Data was collected via surveys and interviews from both public and private sector participants. Exploratory and descriptive methods were applied with SPSS used for analysing quantitative data and Atlas.ti for qualitative analysis. The findings identify major barriers to private investment such as underinvestment, weak regulatory frameworks, ineffective pricing strategies, and a lack of clear public sector guidance, all of which contribute to a lack of trust. Nevertheless, the findings also show that the private sector is willing to invest, if the right conditions are established. To deal with these challenges, the study successfully developed a framework titled “A Framework for Attracting Investment in Rail Infrastructure Development Through Public-Private Partnerships in South Africa.” This framework aligns the interests of the public and private sectors and offers a strategic approach to revitalising the country’s freight rail system. The study is significant both theoretically and practically. It contributes to academic knowledge and offers a practical framework with actionable strategies to improve freight rail performance, ultimately supporting South Africa’s social development and economic growth. The study recommends implementing key regulatory measures and promoting collaboration with the private sector to effectively resolve challenges in the freight rail system.
Die studie ondersoek spoorinfrastruktuur oor vier sleutelkwessies: geriewe, uitdagings, regulasies en beleggings, uit beide globale en Suid-Afrikaanse kontekste. Dit beklemtoon ʼn beduidende gaping in die bestaande navorsing – die gebrek aan ʼn eenvormige raamwerk wat regulerende wysiging met die verkryging van beleggings verbind, spesifiek deur Openbare-Privaat Vennootskappe (OPV) om Suid-Afrika se onderpresterende spoorvragsektor te vernuwe. Die studie gebruik ʼn benadering van gemengde metodes wat kwantitatiewe en kwalitatiewe navorsing deur konvergerende ontwerp kombineer. Data is deur opnames en onderhoude met deelnemers uit beide die openbare en privaat sektors versamel. Ondersoekende en beskrywende metodes is toegepas en SPSS is vir kwantitatiewe data-ontleding gebruik en Atlas.ti vir kwalitatiewe ontleding. Die bevindings identifiseer belangrike hindernisse vir privaat beleggings, soos onderbelegging, swak regulerende raamwerke, ondoeltreffende prysingstrategieë en ʼn gebrek aan duidelike riglyne vir die openbare sektor, wat alles tot ʼn gebrek aan vertroue lei. Desnieteenstaande toon die bevindings ook dat die privaat sektor gewillig is om te belê as die regte voorwaardes gestel word. Om hierdie uitdagings te hanteer, het die studie ʼn raamwerk getiteld ”’n Raamwerk om Belegging in Spoorinfrastruktuurontwikkeling te lok deur Openbare-Privaat Vennootskappe in Suid-Afrika" suksesvol ontwikkel. Hierdie raamwerk kom ooreen met die belange van die openbare en privaat sektors en bied ʼn strategiese benadering om die land se spoorvragstelsel te vernuwe. Die studie is beide teoreties en prakties belangrik. Dit dra tot akademiese kennis by en bied ʼn praktiese raamwerk met uitvoerbare strategieë om spoorvragprestasie te verbeter, en uiteindelik Suid-Afrika se sosiale ontwikkeling en ekonomiese groei te ondersteun. Die studie beveel die implementering van regulerende maatstawwe aan en bevorder samewerking met die privaat sektor om uitdagings in die spoorvragstelsel doeltreffend op te los.
