The expert meeting was conducted in plenary sessions, working groups and country presentations. Sessions concentrated on the various sub-themes of the meeting. Background documents for the meeting included expert papers on pre-selected topics relative to the objectives of the meeting and country papers on the subject matter of the meeting from some of the participating experts.
