dc.description.abstract The promotion and strengthening of effective structures and processes for ensuring ethics and accountability remains a central, problematic concern in the study of African politics and public administration, and particularly in discussions of the management development role of African public services. The concern is part of a wider intellectual interest in the structural and institutional conditions under which African economic and political development can be achieved and sustained over the longer term. The concern, viewed from this perspective, is about the short and medium term strategies for attaining the longer-term objective of sustainable economic and political development under liberal democracy.
