The United Nations Conference on Environment and Development (UNCED) organized in 1992 in Rio-de-Janeiro, Brazil recognized in Agenda 21, Chapter 99 that energy is essential to social development and improved quality of life. In line with this statement, the 19 Special Session of the U N General Assembly held in 1997, decided in its Resolution A/S-19/291 that to advance work on sustainable patterns of production, distribution, and use of energy the Ninth Session of the Commission for Sustainable Development (CSD-9) shall discuss energy issues. It is in the context of the process of the preparation of the CSD-9 that the United Nations Department of Economic and Social Aflairs (UNDESA) in collaboration with the United Nations Development Programme (UNDP) and the World Energy Council (WEC) decided in 1998 to undertake the global study aimed at assessing the word energy. The draft report of the study which final version will serve as input to CSD-9 should be submitted to regional consultations. |
