dc.description.abstract The aim of this research is to provide a new model for the prioritization of the various quantitative and qualitative factors affecting software development productivity. This is important for the evaluation of project risk, for the selection of an appropriate technique for software development effort estimation and for the overall management of software development. It uses an extension of the Analytic Hierarchy Process (AHP) for systems with feedback. It is a continuation of a previous research which modeled those factors using the classical AHP assuming independence between the factors and hierarchical relationships [I]. If we consider software development as a complex managerial process, the interaction between elements becomes important and for such cases it is more appropriate to use a recent extension to AHP for systems with interdependencies. en
