dc.description.abstract Efficiency, effectiveness and productivity with regard to the rendering o f public services are aspects which are frequently debated. Central to this debate are the questions o f the different objectives o f the public and private sectors, namely the promotion o f the general welfare o f the community as opposed to the maximising o f profit, as well as the applicability o f one set o f criteria to promote efficiency and effectiveness in these sectors. In this article an attempt is made to isolate certain criteria which can be used in practice to measure the productivity o f government activities. en
