Abstract:

During the late 19th and 20th century the S A Railways and Harbours, the S A Transport Services and their recent successors Transnet and the S A Rail Commuter Corporation developed several landmarks and precincts in Johannesburg. These developments made a major contribution to the transformation of the city into a metropolis. In this paper recent proposals and initiatives, which form part of this legacy in the development of the city, are discussed.
The context for current and future development proposals for the inner city of Johannesburg is provided by referring to the more recent regeneration policies and plans that were formulated by authorities, consultants and individuals.
A disposal process for state and parastatal land is outlined with regard to development rights; market value; leasing and alienation options; public-private partnerships and transparency.
Case studies that are presented include Transnet buildings - the Carlton Centre and Union Square; precincts - northern Newtown and a vacant site - Leyds Street, Braamfontein. In each case study development opportunities that are identified could provide an equitable and sustainable new urban future for Johannesburg. |
