dc.description.abstract Quality circles were instituted in the South African Public Service since 1987 within the context of the Comprehensive Plan for the Enhancement of Quality and Productivity in the Public Service ("Totale Plan vir Gehalte- en ProduktiwiteUsbevordering in die Staatsdiens"). There is little doubt that public managers are wondering whether the concept is successful where it has been instituted. This project has been undertaken to determine empirically whether the implementation and application of quality circles in a public sector institution hadan effect on the: - work satisfaction of personnel; - attitudes of personnel regarding the institution; and - attitudes of personnel towards the management of the institution. With the aid of the t=test and the frequency test it was statistically proved that the data collected, did not support the hypotheses that were formulated for the study. The results indicated that personnel who do not participate in quality circles tend to be more positive f towards their work, the institution and the management of the institution than members of quality circles. en
