An analysis of the alignment between the South African Police Service strategic plan and the basic training learning programme

The aim of the study was to analyze the alignment of the South African Police Service’s
(SAPS) Basic Training Learning Programme and the SAPS strategic plan as it plays
an important role in the development of newly appointed police officials, providing a
vehicle for the SAPS to move towards a professional service. The qualitative approach
was followed in the research. The population of the study consists of the three main
components involved in the BTLP and SAPS strategic plan, SAPS Tshwane Training
Academy, Division: Human Resource Development and the Strategic Planning
component.
Five themes emerged from the study, the knowledge of the origin and purpose of the
SAPS strategic plan, the value of the SAPS strategic plan, the alignment of the BTLP
with international police training standards, the value that the BTLP attach to the SAPS
strategic plan and lastly the management of the SAPS strategic plan by the senior

The significance of blood spatter analysis to reconstruct murder scenes

Crime scenes will always be a critical source of information in any investigated criminal incident. It is where most clues or evidence about a criminal activity are found. The police are mandated to preserve and investigate or process crime scenes to assist in bringing perpetrators to justice. Different evidential materials, such as blood spatters, fingerprints, and weapons are normally found in crime scenes. This study explores the significance of blood spatter analysis to reconstruct murder scenes. The study adopted a quantitative approach, with survey questionnaires and a literature review as data collection methods.
The target population was crime scene investigators of the Mthatha Local Criminal Record Centre and detectives of both Mthatha Central and Madeira SAPS. Thirty questionnaires were distributed. In analysing the collected data, a frequency distribution data analysis method was used. This study established that most crime scene investigators lack knowledge regarding the significance of blood spatter analysis to reconstruct murder scenes. The responses of most respondents indicated a confusion between collecting blood for deoxyribonucleic acid analysis and blood spatter analysis. Therefore, this study recommended that training manuals and workshops be developed or implemented within detective-training programmes of SAPS.

Exploring the value of identification parades to identify violent crime suspects in Namibia

Violent crime is a serious concern in the Ohangwena Region and has a negative impact on many lives. The fear of violent crime, the loss of life and the socioeconomic impact of such crimes may create the impression that the battle against violent crime has been lost. This study explores the utilisation of identification parades as an effective technique to identify violent crime suspects in Namibia. The researcher intends to empower investigators with the necessary knowledge of the importance of identification parades or line-ups during violent crime investigations.
The target population was 18 detectives with an insight into violent crime investigations and a qualitative approach was adopted. This research revealed that the limited knowledge that police investigators have contributes to reducing violent crime more difficult to achieve. Therefore, this study recommends new ideas on how identification parades should be conducted with the view of enhancing the performance of crime investigators.

Exploring investigative challenges of fraud cases by the general detectives in the Eastern Cape province

This study reports on the exploration of investigative challenges of fraud cases by the General Detectives in the Eastern Cape Province. The researcher used a qualitative descriptive phenomenological research design to address the research objective of the study, as the qualitative method enables the researcher to explore and describe the study phenomenon.
Data were collected from eight SAPS General Detectives who are dealing with fraud cases in Commercial Crime Unit, East London in the Eastern Cape Province. Data were analysed using Colaizzi’s seven-step method of data analysis.
The following five superordinate themes emerged from data analysis: a) Fraud detection methods, b) Leading sources of fraud, c) Impact of fraud, d) Consequences of fraud and e) Investigative challenges of fraud detection). These themes were discussed in relation to existing literature. Recommendations were made based on the findings to provide strategies that could be utilized to detect fraud and for future research.
